10月17日,重庆钢铁在会(hui)(hui)议(yi)中心学(xue)术报告厅(ting)召开了(le)9月份生(sheng)产(chan)经(jing)(jing)营分析会(hui)(hui)暨(ji)三(san)季度生(sheng)产(chan)经(jing)(jing)营总结会(hui)(hui)。公司(si)党委书(shu)记、董事(shi)长王虎祥出席会(hui)(hui)议(yi)并(bing)讲话,公司(si)在家领导、各单位厂部助理(li)及(ji)以上人员(含专员、专家、首席)参加了(le)会(hui)(hui)议(yi)。会(hui)(hui)议(yi)由公司(si)总裁、党委副书(shu)记孟(meng)文旺主持。
会上,各相(xiang)关单位汇报(bao)了(le)9月份(fen)生产经营情况及10月份(fen)工作策划(hua)。
王虎祥首先(xian)传达了中国宝(bao)武领导(dao)调研重庆(qing)钢铁时(shi)的(de)讲话精神及中南钢铁9月份经营分析会会议(yi)精神。
他强调,当前行业形(xing)势(shi)依然严峻,公(gong)司生产经(jing)营(ying)压力较(jiao)大,9月份各工(gong)序成本、质量等关键技术(shu)经(jing)济指标(biao)等,尽管(guan)逐步向(xiang)好趋(qu)势(shi)明显(xian),但在事故管(guan)控(kong)力度、产品质量稳定、生产效(xiao)率、敏捷经(jing)营(ying)等方面对标(biao)优(you)秀钢企仍(reng)存在差距。面对市场严峻挑战,我(wo)们唯有坚(jian)持“低成本、高效(xiao)率”的(de)战略导向(xiang),着力推进(jin)降本增效(xiao)、事故控(kong)制、效(xiao)率提升,全员创新创效(xiao)等工(gong)作(zuo),打造可持续竞争(zheng)优(you)势(shi),努(nu)力实现(xian)生产经(jing)营(ying)持续正现(xian)金(jin)流,让(rang)公(gong)司真正具备“活下(xia)去”的(de)竞争(zheng)力。
他要(yao)(yao)求,一(yi)是(shi)(shi)(shi)(shi)(shi)(shi)(shi)持续(xu)(xu)开展(zhan)(zhan)形(xing)势(shi)任(ren)务(wu)(wu)教(jiao)育。要(yao)(yao)坚(jian)持把形(xing)势(shi)任(ren)务(wu)(wu)教(jiao)育作(zuo)为统(tong)(tong)一(yi)思(si)想、凝(ning)聚(ju)人心、破解(jie)难题、助推发展(zhan)(zhan)的(de)重要(yao)(yao)载体,在(zai)形(xing)势(shi)任(ren)务(wu)(wu)教(jiao)育的(de)广度(du)(du)、深度(du)(du)和(he)力度(du)(du)上发力,引导全(quan)体员工(gong)(gong)锚定(ding)全(quan)年目(mu)标任(ren)务(wu)(wu),实(shi)(shi)干争(zheng)(zheng)先(xian)勇超(chao)越;二是(shi)(shi)(shi)(shi)(shi)(shi)(shi)深入开展(zhan)(zhan)精准对(dui)标找差。全(quan)面(mian)(mian)深入研(yan)究(jiu)自身(shen)与区(qu)域竞争(zheng)(zheng)对(dui)手的(de)差距,找准集团内(nei)、外对(dui)标对(dui)象,厘清工(gong)(gong)序成(cheng)本、生(sheng)产(chan)组织(zhi)、设备(bei)故(gu)障停机(ji)、能源降费、环(huan)保控制、人事(shi)效(xiao)率等对(dui)标指标,狠(hen)抓(zhua)改(gai)(gai)善,不断提升(sheng)算账经(jing)营(ying)(ying)能力;三是(shi)(shi)(shi)(shi)(shi)(shi)(shi)坚(jian)持以目(mu)标为导向,持续(xu)(xu)开展(zhan)(zhan)各工(gong)(gong)序成(cheng)本压降,高效(xiao)化(hua)组织(zhi)生(sheng)产(chan),确保各产(chan)线生(sheng)产(chan)稳定(ding)顺(shun)行;四是(shi)(shi)(shi)(shi)(shi)(shi)(shi)调整(zheng)购(gou)销经(jing)营(ying)(ying)策略,提升(sheng)基(ji)(ji)础竞争(zheng)(zheng)力。要(yao)(yao)快(kuai)速(su)搭(da)建(jian)(jian)价格管理(li)(li)体系(xi),建(jian)(jian)立(li)快(kuai)速(su)响(xiang)应市场的(de)敏捷(jie)经(jing)营(ying)(ying)机(ji)制,推进(jin)原料(liao)采购(gou)业务(wu)(wu)与产(chan)品(pin)销售业务(wu)(wu)有机(ji)整(zheng)合,积(ji)极寻求大宗(zong)原料(liao)近地化(hua)资源,全(quan)面(mian)(mian)拓展(zhan)(zhan)近地化(hua)购(gou)销渠道,增加公司生(sheng)产(chan)经(jing)营(ying)(ying)基(ji)(ji)础竞争(zheng)(zheng)力;五是(shi)(shi)(shi)(shi)(shi)(shi)(shi)狠(hen)抓(zhua)事(shi)故(gu)管理(li)(li)。要(yao)(yao)认(ren)真做好制度(du)(du)有效(xiao)性(xing)审视(shi),扎实(shi)(shi)推进(jin)重大事(shi)故(gu)隐患动(dong)态(tai)(tai)清零,持续(xu)(xu)开展(zhan)(zhan)反习惯(guan)性(xing)违(wei)章活动(dong),强化(hua)四新以及新改(gai)(gai)扩建(jian)(jian)项(xiang)目(mu)作(zuo)业流程、异常处置梳(shu)理(li)(li);六是(shi)(shi)(shi)(shi)(shi)(shi)(shi)重建(jian)(jian)重钢生(sheng)态(tai)(tai)圈,重构重钢原料(liao)端、物流端、产(chan)品(pin)端等产(chan)业链;七是(shi)(shi)(shi)(shi)(shi)(shi)(shi)加快(kuai)推进(jin)超(chao)低排项(xiang)目(mu)改(gai)(gai)造。要(yao)(yao)调整(zheng)思(si)维,转变观(guan)念,深刻认(ren)识超(chao)低排是(shi)(shi)(shi)(shi)(shi)(shi)(shi)公司每一(yi)个部门、每一(yi)位员工(gong)(gong)的(de)分(fen)内(nei)之(zhi)事(shi)。要(yao)(yao)以超(chao)低排放改(gai)(gai)造项(xiang)目(mu)周例会为抓(zhua)手,建(jian)(jian)立(li)实(shi)(shi)施挂号销号机(ji)制,系(xi)统(tong)(tong)梳(shu)理(li)(li)、统(tong)(tong)筹推进(jin);八(ba)是(shi)(shi)(shi)(shi)(shi)(shi)(shi)持续(xu)(xu)推动(dong)改(gai)(gai)革创新,促进(jin)公司“涅(nie)槃重生(sheng)”。要(yao)(yao)迅速(su)落实(shi)(shi)组织(zhi)机(ji)构的(de)转型升(sheng)级,明晰前、中、后台的(de)角色(se)定(ding)位,优化(hua)班(ban)组设置,加速(su)推进(jin)指标库的(de)分(fen)解(jie)与实(shi)(shi)施,强化(hua)“双基(ji)(ji)”管理(li)(li)与实(shi)(shi)际生(sheng)产(chan)的(de)有机(ji)融合,开展(zhan)(zhan)厂(chang)(chang)容(rong)厂(chang)(chang)貌(mao)整(zheng)治(zhi)专项(xiang)行动(dong),营(ying)(ying)造整(zheng)洁、安全(quan)、绿色(se)的(de)生(sheng)产(chan)环(huan)境;九是(shi)(shi)(shi)(shi)(shi)(shi)(shi)围绕年度(du)(du)生(sheng)产(chan)经(jing)营(ying)(ying)目(mu)标,做好全(quan)年工(gong)(gong)作(zuo)收官,全(quan)面(mian)(mian)启动(dong)2025年预算和(he)工(gong)(gong)作(zuo)策划,为明年开好头、起(qi)好步奠定(ding)基(ji)(ji)础。
